Background of the Study
International environmental agreements—such as the Paris Agreement, the Convention on Biological Diversity, and various climate accords—play a crucial role in shaping national environmental policies. For Nigeria, a country with rich biodiversity and significant environmental challenges, participation in such agreements provides a framework for implementing sustainable development policies. These agreements offer guidelines, funding mechanisms, and technical support to improve environmental governance and promote the adoption of green technologies. In recent years, Nigeria has been an active signatory to several international environmental accords, which have influenced domestic policy reforms, regulatory standards, and conservation initiatives. These agreements are intended to help Nigeria address issues such as climate change, deforestation, and pollution through coordinated efforts and international collaboration. However, the extent to which international environmental agreements have translated into effective national policies remains under scrutiny. Challenges include adapting global commitments to local contexts, aligning international standards with domestic economic priorities, and ensuring compliance through robust monitoring mechanisms. This study evaluates the role of international environmental agreements in shaping Nigeria’s environmental policies, examining how these global frameworks have influenced policy formulation, implementation, and overall environmental outcomes.
Statement of the Problem
Despite Nigeria’s active participation in international environmental agreements, there is ongoing debate about the effectiveness of these agreements in influencing domestic environmental policy. Many policymakers and stakeholders argue that while international agreements provide useful guidelines and financial support, their impact on national policy is often diluted by local challenges such as institutional weaknesses, economic constraints, and political instability (Ibrahim, 2023). As a result, the intended environmental benefits, such as reduced greenhouse gas emissions and improved resource management, are not fully realized. This disconnect raises critical questions about how international obligations are integrated into national frameworks and what barriers hinder their effective implementation. The lack of clear mechanisms for translating international commitments into actionable policies and measurable outcomes remains a major concern, limiting the overall progress toward sustainable environmental management in Nigeria.
Objectives of the Study
To assess the influence of international environmental agreements on the formulation of Nigeria’s environmental policies.
To identify barriers that hinder the effective implementation of international commitments at the national level.
To propose strategies for better integrating international agreements into domestic policy frameworks.
Research Questions
How have international environmental agreements influenced Nigeria’s environmental policies?
What are the main obstacles in implementing these agreements domestically?
Which strategies can improve the integration of international environmental commitments into Nigerian policy?
Research Hypotheses
International environmental agreements have a positive influence on Nigeria’s policy formulation.
Institutional and economic barriers significantly hinder the effective implementation of international agreements.
Enhanced domestic coordination improves the translation of international commitments into policy outcomes.
Scope and Limitations of the Study
This study focuses on Nigeria’s environmental policies influenced by international agreements, using policy document analysis and stakeholder interviews. Limitations include variability in implementation across regions and challenges in quantifying the direct impact of international agreements.
